Web-Based / Virtual Services

Note: Per 5 CFR §950.202(a)(1)(iii), web-based services may be considered if supporting information is provided. The definition for “web-based/virtual services” are those that were not delivered via in-person interactions but were administered using the Internet or phone. OPM will not accept services that involved only the dissemination of information and publications via the postal service, Internet, or phone (e.g. distribution of informational materials, referral services, etc).

An organization that reports web-based/virtual services must submit the following:

  1. Service log or other record indicating geographic distribution where recipients accessed the reported web-based and/or the virtual services (i.e. city and state and/or foreign country).
  2. Scope of services that recipients accessed virtually or via the Internet
An Areas of Service form (Step 4) must be completed for each geographic area (i.e. city and state and/or foreign country) of the recipients that received the services. The scope of services is met by completing the service descriptions’ prompts (i.e. how, who, what, where, and when).

In addition to the above requirements, a .pdf document with information for two of the following must be uploaded:

  1. Evidence of website registration
  2. Summary reports documenting customer feedback and/or
  3. Evidence that recipients of web-based/virtual services paid a fee
The .pdf documents must list the required information by the geographic area of where the services were received (i.e. city and state and/or foreign country), and by calendar year. Reports that reflect only the number of hits or visits to a web site are not sufficient to establish the provision of services.
